Behavioral Health Children's System Administrator - Seattle, WA

The Children’s System Administrator is responsible for providing leadership and subject matter expertise related to the clinical continuum for children covered by the Integrated Managed Care contract in WA. This role will work closely with the clinical leadership within the healthplan, state partner agencies and matrix partners within Optum to ensure contract requirements are met and ensure members needs are addressed.  This position is contractually required and will be one of three positions reporting to the WA BH Executive Director and will be key to developing a system that meets the needs of the membership.   If you are located near Seattle, WA, you will have the flexibility to telecommute* as you take on some tough challenges.   Primary Responsibilities:

  • Responsible to ensuring contractual requirements related to the children’s delivery system are met
  • Attend local and state meetings related to administration of children’s services
  • Act in the capacity of a Subject Matter Expert (SME) for the administration of children’s behavioral health services
  • Coordinate with all allied children’s systems
  • Analyze trends and provide leadership to address system gaps or other system needs/issues
  • Identify and examine system gaps and other determinants of readmission to higher levels of care facilities
  • Support outcome-focused, evidenced-based best practices and guidelines with providers
  • Provide consultation to providers and/or consumers on a variety of issues including benefit information, safety issues, confirmation of prior authorizations/ approvals, procedures for higher level of care evaluations, and requests for an explanation of the level of care, coverage determination, or best practice guidelines
  • Establish and maintain professional working relations with referral sources, community resources, and care providers and be able to identify and communicate network gaps to appropriate resources
  • Understand benefits in compliance with plan inclusions, limitations, and State/Federal mandates
  • Represents WA IMC in various administrative meetings with state officials and other entities involved in the provision and monitoring of services.
  • Maintains knowledge of current legislation and State and Federal administrative codes

Required Qualifications:
  • Master's degree in Psychology, Social Work, Counseling or Marriage or Family Counseling; OR Licensed Ph.D
  • Licensed Children’s Mental Health Specialist as defined by RCW 71.34.020
    • A mental health professional who has completed a minimum of one hundred actual hours, not quarter or semester hours, of specialized training devoted to the study of child development and the treatment of children; AND
    • A mental health professional who has the equivalent of one year of full-time experience in the treatment of children under the supervision of a children's mental health specialist.
  • 7+ years of experience in behavioral health
  • Proficiency with Microsoft Office Suite programs (Word, Outlook, Internet)
  • Reliable transportation with the ability to accommodate some field-based travel within the service delivery area (up to 25%)
  • 3+ years of experience working with CLIP Administration, WISe programs, JRA, DCYF and other statewide children systems/programs
  • Experience administering/implementing Medicaid program
Preferred Qualifications:
  • Dual diagnosis experience with mental health and substance abuse
  • Previous experience working with children with Autism or familiarity with ABA
  • Previous experience working in a Managed Care Organization (MCO)
  • Familiarity of publically funded healthcare and social service systems and Medicaid eligible or enrolled populations
  • Familiarity with recovery and resiliency model
  • Demonstrated familiarity and experience with the current Diagnostic and Statistical Manual and best practice standards for treatment
  • Knowledge of principles and practices of public and commercial behavioral health service delivery systems
  • Demonstrated competence in clinical care management, strong leadership and organization skills; interpretation of State and federal laws and regulations relevant to the substance use program area
  • Knowledge of evidence-based, best and promising practice methods and procedures and strong customer service orientation
  • Excellent verbal, written, and interpersonal communication skills
