The Executive Director position will work on operations program leadership related to Medicaid and health services business. The candidate will be responsible for the overall operating functions, including vision setting and direction for the integrated Health Management and Utilization Management operation and contract management and the relationship with the State of WY. This position will provide oversight of all key contracted functions and administer and deploy business processes and technology enabled solutions to deliver benefit to providers and members in WY. This position provides leadership to and is accountable for the performance and direction through direct and matrix management and staff.

Primary Responsibilities:

  • Direct responsibility for the successful execution and operation of the business
  • Coordinates day-to-day operations to achieve goals and ensures smooth and efficient functioning to meet the contractual requirements
  • Interacts and manages closely with the State to ensure the success of the integrated Health Management and Utilization management programs
  • Ensures the timely completion of all contract deliverables, and provides operational oversight
  • Demonstrates an effective, adaptive leadership style that promotes innovation and accountability and establishes work priorities; delegates pertinent activities
  • Manages programs / projects including: development of going in positions, governance structure, recommendations, along with other project documentation
  • Directs multiple teams in a matrix environment and resolve project risks
  • Creates, builds and maintains relationships that enhance performance of the business unit, establishes trust and creditability throughout the organization
  • Creates, builds and maintains strong relationship with clients establishing trust and creditably of the Optum Brand
  • Obtains commitment from individuals and groups to insure success
  • Demonstrates decisiveness in resolving business problems, making decisions and identifying priorities
  • Create a team oriented work climate that enables professional development and encourages creative solutions and strategies, establishes collaboration and emphasizes quality and cost
  • Act as liaison to and represent senior management for change impact to program and initiative scope
  • Facilitate senior management decision making within the scope and change management process
  • Developing business plans and cost benefit analysis for assessment by Regional / Senior Leadership
  • Position is based fulltime in Cheyenne Wyoming and there is additional travel required up to 25%. Relocation assistance available

Required Qualifications:

  • 5+ years of experience with complex, large scale Program management of large clinical operations, preferably experience leading fully integrated utilization and/or health management programs
  • 10+ years of Medicaid experience
  • BA / BS degree
  • P&L experience
  • Managed care or provider leadership experience
  • Experience providing supervision to project personnel, leading cross functional teams

Preferred Qualifications:

  • QIO experience
