Manager, Information Services, Clinical Systems - WellMed - San Antonio, TX

The Manager of Information Services, Clinical Systems will guide a team that is charged with the development, configuration, implementation and maintenance of proprietary and vendor software applications. He/She will manage this team of business analysts from a workload and operational perspective.  The Manager of Information Services, Clinical Systems will collaborate with the Director of Product Management-Clinical Systems in ensuring long-term planning priorities and activities are appropriately integrated into the strategic direction, as well as the mission and values of the company.  This position will deliver solutions to complex clinical/business problems, while evaluating system changes for downstream impact. The manager aligns resources, assignments, oversight and coordination of efforts with colleagues within IT and throughout WellMed, OHCC and UHG as needed to support a successful implementation of clinic applications.

 

Primary Responsibilities:

  • Collaborate with IT management, IT application developers, WellMed’s project office, and the release management team to ensure development and implementation of software applications meet business needs while maintaining system service levels

  • Oversees activities in all phases of the software development life cycle (SDLC) including research, prototyping, requirements analysis, design, coding, documentation, and testing

  • Manage and lead a variety of technical staff, including consultants. Writes and conducts evaluations, develops and implements performance plans, mentors and provides overall guidance to his/her direct reports

  • Ensures the team is properly developing business requirements, technical specifications and documentation

  • Adheres and follows all change/release management processes and guidelines

  • Tracks progress and notifies management of issues that require escalation, and assumes responsibility for resolving or coordinating the resolution of system and process issues

  • Develops and implements operational and support standards, policies and procedures and ensures compliance

  • Oversees the issue resolution process and transition to the support team

  • Primary liaison with vendor

  • Participates in maintaining department budgeting, scheduling and staffing

  • Performs all other related duties as assigned

 


Required Qualifications:

  • Bachelor’s degree in Finance, Business Administration, Computer Science or related field (8+ years of experience beyond the required years of experience may be substituted in lieu of a bachelor’s degree)

  • 5+ years of building, managing and supporting IT applications in a mid to large size business environment

  • 5+ years of experience in developing requirements and performing system analysis

  • 1+ years of experience managing a cross-functional team in a highly complex environment

  • Experience with various system development lifecycles such as waterfall, RUP, and agile methods

  • Ability to transform complex technical topics into understandable concepts for business users and ability to communicate business requirements to a technical audience

  • Proficiency with Microsoft Office applications to include Word, Excel, PowerPoint, & Outlook

Preferred Qualifications:

  • 8+ years of building, managing and supporting IT applications in a mid to large size business environment

  • 8+ years of experience in developing requirements and performing system analysis

  • 5+ years of experience managing a cross-functional team in a highly complex environment

  • 5+ years Product Management experience

  • 5+ years of experience of major systems implementation

  • Strong working knowledge of MS Office Suite, Service Now, Project Management Software, JAMA Contour, HP Quality Center or other comparable tools

  • Experience working in a Medicare Advantage or capitated environment, ambulatory care setting, or large integrated delivery network setting highly desired

  • Experience working with a structured application development process in the health care industry

  • Experience with vendor, change and release management best practices

  • Excellent analytical and problem solving abilities

  • Ability to effectively prioritize & multi-task in high volume workload situations

  • Strong verbal and written communication skills, with the ability to interface effectively with all levels of staff, including sales agents, internal\external customers and senior management teams
