Natl VP Clinical Operations, Post-Acute Care

As we expand the Post Acute Care Program (PAC) within Care Services, this clinical leadership position will work closely with the product leader to develop and launch an end to end comprehensive post- acute model, with the goal of selling the program externally in 1-1-2019.  This model will support the member from hospital to home, managing all levels of care.  This leader would also work cross functionally to develop and launch the expansion of the Transitions to Skilled (TTS) program (the current Optum clinical program to manage members during their rehabilitation stay) into new skilled facilities across our 22 markets nationally. The position will collaborate across internal channels (M&R and UCS) as well as with external partners to enhance current services and provide better coordination for members. This position will also lead the current TTS/PAC clinical team, with the potential for 4-6 direct reports as well as indirect reports.  This role will report to the Senior VP of Care Services
Primary Responsibilities:
  • Strategize, develop, and direct operations of the post-acute program, in collaboration with the clinical and product teams,  to ensure provision of high quality, cost-effective medical services in the post-acute setting
  • Directly lead, supervise, and develop the post-acute clinical team
  • Ensure compliance with State and Federal regulations, as well as company policies and procedures
  • Strategize with the senior leadership team regarding program expansion, business development, new care models and establishing appropriate clinical and business targets
  • Ensure high quality focus embedded into clinical model for PAC includes Stars and accurate coding and documentation
  • Development of clinical staffing models based on enhanced and/or newly developed clinical model(s)
  • Holds responsibility, along with Product Leader, for developing and driving ROI, IOI and affordability. Collaborates with finance team
  • Strategize and evaluate methodologies for program adaptation and integration within partnering organizations- support growth with internal and external partners
  • Interfaces with internal and external partners to sell and support the PAC program, serves as clinical liaison to promote program visibility, and support dynamic, results-oriented relationship with internal and external customers.
  • 50% travel nationally – program assessment, evaluation, education, and promoting initiatives

Required Qualifications:

  • 4 year degree, advance degree preferred

  • RN or NP with active, unrestricted license

  • 7+ years of clinical leadership experience including regional or national scope

  • 5 years of experience working in post-acute setting and/or developing/supporting a post-acute clinical program

  • 5+ years of Utilization Management experience

  • Experience successfully driving to metrics

  • 2+ years hands-on experience with HEDIS, Stars, quality initiatives

  • Experience developing and implementing policies, procedures

  • 5 years working across multiple disciplines, departments and levels of leadership

  • Proven track record of strong performance management and developing teams

  • Ability to manage multiple complex, concurrent projects

  • Excellent written and verbal communication and relationship building skills

  • Planning and organizational skills to demonstrate leadership and initiative

  • Proficient with Microsoft Word, Excel, Outlook, PowerPoint

  • Ability to work independently, as well as a member of a team

  • Strong interpersonal skills

  • Ability to travel up to 50% nationally
