Offshore Governance Consultant - Eden Prairie, MN

As part of the Optum Global Solutions Engagement team, the Offshore Governance Consultant (OGC) is responsible for end-to-end management of the legal review process for identified projects and processes supported by Optum’s global capabilities.  You will act as a key liaison between Legal/Compliance teams, Optum Operations and Optum Technology to gather, consult and maintain the contractual, risk and compliance information which you will then communicate back to the appropriate business owners enabling them to make suitable determinations of risk mitigation.

 
The OGC is responsible for the formal intake and facilitation of legal reviews for projects and processes that utilize Optum’s global capabilities and resources. This role advises OGS’s Engagement Partners and Business Solution Engineers of any potential contract issues or legal requirements as it relates to reviewing a new or expanded solutioning engagement, while acting as the liaison to the various Compliance, Legal and Privacy Offices within UHC and Optum.
Success in this role is dependent on the OGC’s ability to collaborate with, provide direction to, and support global delivery leadership alongside the Engagement Partners and Business Solution Engineers/Capability Solution Engineers, while ensuring the legal review process and its outcomes are clearly communicated and adhered to by the business.   This position requires strong attention to detail, the ability to manage several ongoing projects at the same time and to adapt to an ever-changing environment. Communication with attorneys and executives will be a daily occurrence and the ideal candidate must have the ability to build and foster positive relationships as well as flex communication styles to fit the appropriate situation. 
 
Primary Responsibilities:
  • Manage the legal review intake process and facilitate legal reviews/approvals within the appropriate Optum business
  • Obtain contract data for acquired businesses for understanding and documentation of legacy restrictions and data use requirements, and go forward application within enterprise offshoring practices
  • Provide consultation regarding data use requirements and limitations, including data masking, data de-identification and risk reviews
  • Develop work segregation policies and procedures in line with Optum standards and clients’ business requirements
  • Provide results of legal review and approval details to business leaders, Engagement Partners, Business Solution Engineers and other areas as needed
  • Consult with business leaders about compliance protocols
  • Facilitate administrative meetings with businesses to review/validate current restrictions
  • Other duties as assigned

 

 

 

 

 


 

 


Required Qualifications
  • BA/BS degree and/or combination of direct experience and education
  • 7+ years of leadership experience within a healthcare or other regulated environment
  • Demonstrated ability to build and maintain relationship management skills over an extended period of time 
  • History of successful change management and program leadership in a large, complex and matrixed organization

  • Highly polished verbal and written communication abilities
  • Balanced blend of business acumen, technical aptitude, and operational excellence
  • Proven research, project management and reporting skills 
  • Adaptive style that promotes innovation and drives results 
  • Intermediate to advanced skills with MS Office to include Word, PowerPoint and Excel
  • 1+ years of experience as a corporate paralegal or equivalent experience
