 As a Technical Product Owner, you will be responsible for functioning as the voice of the customer within and between the business and product engineering teams. You will deliver on product strategy and vision, acting as a business engineer rationalizing the use of data, interacting with & embedded within the product delivery teams throughout the agile delivery process. You will work within multiple domains such as consumer, provider, eligibility, claims, clinical, financials and must synthesize market needs across UHC and Optum lines of business.  By doing so, you’ll ensure delivery of marketable capabilities, and engage with key stakeholders to define, document, and prioritize features and collaborate with the agile scrums team to deliver.

You must have great communication, documentation, and presentation skills, and positive energy. You must be able to identify, facilitate, and drive a business solution to completion, along with the technical competency to ensure the correct outcome. You will lead largely by influence and thrive in a hierarchy of expertise.
 
Primary Responsibilities:
  • Write user stories and acceptance test criteria for features and detailed functional & nonfunctional requirements for the engineering and development teams
  • Engage with the Business Product Owner to understand the context and synthesized market needs that drive the features and user stories. These must delight customers and users, and confound competitor
  • Define Minimum Viable Product features needed for new capabilities, and draw on an agile mindset: implement the minimal scope that could possible stand on its own without negatively impacting existing functionality, and rapidly iterate and evolve it based on user and market feedback
  • Lead and work within agile development teams to identify and support core competencies and key features and function
  • Prioritize all user stories to ensure work focuses on those with maximum business value that align with product strategy
  • Play an active role in release (Program Increment) and sprint planning to ensure the requirements are tracked and delivered on time and within scope
  • Participate in systems requirements definition, testing, training, implementation, and product rollout
  • Manage application product roadmap and ensure strategic alignment with the greater product vision
  • Track features and user stories for individual products or apps assigned
  • Support various engineering and project management functions by acting as a liaison between business, product, and development teams to help reduce redundant efforts, increase reuse of existing components, and identify opportunities during design to ensure components are built in such a way as to support external marketability
  • Understand key business objectives and strategy of the product, and support the Business Product Owner in meeting business objectives, KPIs, MBOs and financial targets
  • Seek to learn the business you are supporting and own its evolution holistically.  Drive to understand the ‘What’ and ‘Why’ and connect the benefit to technology to the business capability and be able to clearly articulate this to technical and non-technical stakeholders
  • Contribute to outbound product marketing and collateral development, including feature and product capability descriptions, technical specifications, technical user and business value stories, client case studies, and the like

Required Qualifications:
  • 3+ years of software product ownership, technical product management, business analysis, or technical team leadership within a large matrix organization
  • Relevant agile certifications such as scrum product owner or scrum master
  • Able to lead translating customer needs into product design documentation including user stories, product capabilities and market requirements
  • Able to create and decompose features and write user stories and test acceptance criteria
  • Manage product roadmap and ensure strategic alignment with the greater product vision
  • Demonstrated understanding of business Intelligence, business analytics, data warehousing, data acquisition, big data engineering or analytics, or some combination of data and technical platforms
  • Proven organizational skills with customer empathy and ability to work with ambiguity and changing priorities
 
Preferred Qualifications:
  • Bachelor's degree or higher in Computer Science, Software Engineering, or equivalent
  • Data engineering and delivery experience in health care
