This position is responsible for the delivery of the Kent Lead Provider Framework Programme. It is expected that the specific new service opportunities managed by the post holder will change over time as the portfolio of work changes. This role will support all ‘end-to-end’ activities related to the completion and mobilisation of these opportunities from pre-tender stage, through contract negotiation and service implementation.

 

Primary Responsibilities:

 

Responsibilities for Leadership:

  • Lead and manage a team of approximately 50 staff in the delivery of the Kent LPF

  • Direct line management of approximately 5 staff

  • Act as the leadership escalation point for all client/internal queries

  • Devise strategies to ensure the optimum working between multi-disciplinary teams of analysts, contractors, finance leads and pharmacists

Responsibilities for Analysis and Judgement:

  • Analyse and interpret varied and different types of data, information, and situations which may be highly complex, difficult to communicate and sometimes contentious or sensitive

  • Make judgements on the implications of this information, taking appropriate action where necessary

  • Ensure outputs produced by the team are of sufficiently high quality

Responsibilities for planning and organisation of activities:

  • Direct the planning and allocation of work to ensure that all services are delivered according to the agreed timetable, quality standards and budget

  • Set targets and monitor performance and quality assurance

  • Manage the quality and quantity of work produced by team members to ensure that the organisation’s objectives and targets are achieved including key performance indicators

  • Monitor progress of new service opportunities undertaken by own team against targets

  • Ensure that any deviations to the plan are identified and explained, investigating problems and proposing solutions

Communication and relationship building:

  • Ensure that effective governance and appropriate structures are implemented for the services.

  • Develop and maintain effective relationships and good communication with the wide range of stakeholders (CCGs, Providers, NHSE and internal)

  • To be primary point of contact for all stakeholders during service delivery

  • Escalate issues to the Director of Commissioning

  • Represent Optum International at meetings and events, promoting the work of the organisation as appropriate

  • Give presentations to internal and external groups 

Development and innovation:

  • Ensure all processes are clearly documented to enable seamless mobilization of future Programmes
  • Work to improve existing services to achieve continuous efficiency gains
  • Identify, track, propose and deliver additional upsell opportunities to clients 

Financial Responsibility:

  • Manage the devolved budget for the Kent LPF to ensure best value for money, and actively monitor expenditure against budget and address problems at an early stage

  • Work with the Director of Commissioning to effectively manage the resources, achieving value for money and maintaining a balanced financial position

Responsibility for information resources:

  • Ensure that progress reports are prepared and presented on the new service opportunities that they manage

  • Prepare strategic reports for the customer’s senior management team and to the internal (Optum International) senior leadership team as required

  • Influence, support and advise on changes to information and reporting systems

Research and Development:

  • Keep abreast of national and regional health policies and best practice, and develop an understanding of the key priorities, challenges and achievements of local health services

  • Be a general source of advice on these issues

 


Required Qualifications:

  • Project Management Qualification i.e. Prince 2
  • Significant experience as a senior manager within Health and/or Social Care or other related setting
  • Experience of project management
  • Experience of strategic planning / business planning
  • Experience of performance management
  • Good understanding of health and social care structures, policy, legislation and guidance
  • Knowledge of best practice in health and social care
  • Understanding of NHS and other government policies and structures
  • Knowledge of health policies and strategy, and social and economic policies
  • Appreciation of the political factors that impact upon decision-making and well developed influencing and negotiation skills
  • Ability to analysis, interpret and present (complex) quantitative and qualitative data to a range of audiences
  • Good facilitation and presentation skills
  • Use of MS Outlook, MS Excel, MS Word, MS Visio and MS PowerPoint, etc.
  • Preparation of paper reports setting out information, its analysis and interpretation in a lucid and persuasive manner in the context of evidence
  • Presentation skills (verbal and written) to a high standard in a range of settings and at a range of levels
  • Self motivating
  • Ability to work flexibly and in a changing environment
  • Ability to work independently as well as in a team
  • Accuracy, attention to detail and methodical approach where appropriate
  • Ability to understand, and work across, complex systems with diverse and conflicting interests
  • Project management experience
  • Ability to lead a group of highly skilled and diverse staff from a variety of professional backgrounds

 

Preferred Qualifications:

  • Postgraduate Qualification in a health or social science discipline or equivalent experience
  • Experience of business development
  • Experience of financial management
  • An understanding of public health, epidemiology and health service research
  • Liaison and network skills to allow continuing and developing relationships with key stakeholders
  • Commitment to continuing professional development
