Enterprise Clinical Performance is charged with effectively implementing, monitoring, and executing on clinical affordability programs related to federated and local programs across the Affordability portfolio of projects; improving quality of care and achieving best in class clinical outcomes for our patients while reducing overall costs across Providers within OptumCare. OptumCare is a ~ $9 billion a year organization, touching over 9 million patients, 80 payers and 22,000 providers. Enterprise Clinical Performance provides support to all markets served by OptumCare.


This position will report to the Affordability Lead for Enterprise Clinical Performance and will be responsible for driving implementation of Clinical Affordability initiatives across OptumCare Care Delivery.


Primary Responsibilities:

  • Understand the business, systems and operational program level details to be able to guide and support the Clinical Affordability portfolio of initiatives, including federated, local and enterprise programs and projects

  • Successfully drive the Clinical Affordability federated, local and enterprise level programs and projects end-to-end to achieve key business objectives, financial targets and clinical outcomes consistently leveraging sound project management methodologies and tools and utilizing key program delivery skills and critical out-of-the-box thinking

  • Lead and direct cross-functional and/or cross-segment teams

  • Lead the execution of master agreements/contracts and SOWs with vendors and/or internal providers and provide oversight to ensure successful project implementations on time, within scope and budget, and with high quality

  • Adoption of federated and prioritized solutions across OptumCare Provider Organizations

  • Drive the clinical program level strategy, design, planning for the program, building consensus among stakeholders, securing buy in from stakeholders, understanding what documentation needs to be produced for the program (technical & business), clinical data analytics and recommendations (contracting, clinical approaches)

  • Drive the end-to-end program (e.g., strategy, program design and definition, marketing strategy, metrics definition, operational reporting, training, deployment strategy, implementation, production validation and signoff) and delivery on critical milestones needed for successful implementation and use in production

  • Proactively identify risks and manage to a risk mitigation plan

  • Develop, manage, lead, communicate and implement program, project and program issues and defects, and defect management strategies and plans

  • Escalation point for program and project teams

  • Use persuasion and sound judgment to create consensus among stakeholders and clinical leadership

  • Ensure activities are appropriately integrated into the strategic direction, as well as the mission and values of the company

  • Operational Project and Program management and implementation on national, federated, and local levels

  • Embrace and be the champion of Enterprise Clinical Performance Service Delivery model






Required Qualifications:

  • Undergraduate degree

  • 3+ years of solid program and project management experience and successful program level delivery

  • End-to-end project and program documentation experience, including but not limited to data analytics and reporting, CBA, charter, project plan, status reports, IRAAD, RASCI, business requirements, process flows, job aids/SOPs, marketing, training, deployment plan, risk mitigation plan

  • Proficiency with Microsoft Office

  • 30% travel

Preferred Qualifications:

  • Prior Health Industry experience

  • Six Sigma and/or PMP certification

  • Affordability experience

  • Solid understanding of project and program management methodology, best practices and tools

  • Previous experience in successfully delivering on operational projects in a matrix environment
