Project Manager, STAR Data Management and Reporting – Minnetonka, MN

For this role, you will be part of the Medicare Star Data Management and Reporting team.  You will be responsible for taking projects from original concept through completion, acting as a single point of accountability for the project’s management, the alignment of all teams across various functional areas, and the utilization and adherence to standard protocol/tools/issue management/gap closure to ensure that projects meet their stated objectives.  Each project will have defined performance metrics in which you will assist in creating and be responsible from start to finish by maintaining, monitoring, and reporting regularly on its progress to team members, stakeholders and leaders.
 
Our team owns the operations and enhancements to a suite of Data Management, Reporting and Business Intelligence assets which are utilized to achieve industry leading CMS STAR Quality Ratings
 
Primary Responsibilities:
  • Facilitator/Lead
    • Lead or contribute to the development of program or project scope statements
    • Promote project vision and objectives with project team
    • Communicate tough issues to leadership and keep an independent opinion
    • Establish, develop and maintain effective relationships with applicable project stakeholders (e.g., project team members, ancillary teams)
    • Recognize/celebrate project team contributions throughout the project
    • Assist with review of performance levels and ensure service level agreements are met
    • Create standard work documentation, visual work instructions, templates and training material
  • Project Management and Improvement
    • Develop and facilitate full project documentation using specified standards to meet identified goals and objectives of each project
    • Use good judgment and skill to develop a project management approach that is suitable for planning and managing the effort to achieve the project goals within designated project constraints such as a hybrid Agile approach
    • Define project scope and schedule by working with work stream leads while focusing on regular and timely delivery of value using appropriate tools
    • Develop, analyze, and manage project plans by allocating right resources, establishing a schedule, tasking assignments and forecasting resource for timely completion using current governance guidelines and methodology (e.g., RSA process, Agile, Waterfall)
    • Proactively monitor overall project performance and life cycle (e.g., on time, within scope and with quality) against plan and make adjustments as needed
    • Organize and lead project status and working meetings
    • Prepare and distribute progress reports regularly
    • Manage and track risks and issues to completion
    • Manage and monitor testing process (e.g., end-to-end, SIT, UAT, load testing) and ensure defects are closed prior to deployment
    • Perform delivery planning and transition for assigned projects
    • Support the Work steam lead in managing customer expectations for project deliverables, producing stakeholder communications, and helping to implement an effective system of project governance
    • Define and manage a project process and champion ongoing process improvement initiatives to implement best practices for Agile Project Management
    • Ensure that new and revised business processes and procedures are documented/updated/approved, as needed (e.g., process flows, SOPs, job aids, training guides) and meet quality/repository standards (e.g., SPARK)
    • Ensures adherence to established processes, compliance, regulations, and policies (e.g. UHG, Optum IT, STARS, data security, HIPAA, NCQAA, HEDIS, Health Care Reform, SOX, CMS, federal/state regulatory requirements)
  • Team Relationships
    • Provide individual feedback to team members on projects or as appropriate
    • Collaborate on cross-functional teams to make effective business decisions and meet strategic goals
    • Practice self-development and promote learning in others by proactively providing information, resources, advice, and expertise with coworkers and customers
    • Build relationships with and influence cross functional team members
    • Adapt to competing demands, changing priorities, and new responsibilities
    • Listen, respond to, seek, and address performance feedback that is received
    • Develop,  implement, and present project progress metrics at regular check point meetings
    • Develop, collaborate, and support a visual metric/report management system to track, improve, and sustain project plan and deliverables
    • Assist in developing of policies, procedures, and standards of operation and practice


Required Qualifications:
  • Undergraduate degree or 5+ years of equivalent experience
  • 5+ years of project experience; including a cross functional, large matrixed organization, technology/database development, and usage of multiple project methodologies (e.g. Agile, waterfall)
  • 5+ years project management life cycle experience as well as adept knowledge of both Agile and traditional project management principles and practices and the ability to blend them together in the right proportions to fit a project and business environment
  • 2+ years of experience communicating and translating requirements between business and IT individuals
  • Intermediate proficiency in Microsoft office suite including Project, Word, Power Point, Excel
  • Intermediate proficiency in Project management tools (e.g. MS Project, Smartsheet, Rally)  

Preferred Qualifications:

  • Knowledge of HEDIS and Star Quality Specifications
  • Knowledge of Cognos BI tool
  • Prior experience with SCRUM/Agile methodologies
  • Strong coaching, developing, mentoring and leadership skills
  • Demonstrated change management and/or process improvement experience
  • Proficient in presenting and communicating with all levels in the organization to ensure program efficiency, progress, and success
  • Demonstrated passion and commitment to positive and effective customer service with track record of matching capabilities to meet/exceed customer expectations
  • Excellent oral and written communications skills and experience interacting with both business and IT individuals at all levels including the executive level
  • Ability to maintain focus and a positive attitude in ambiguous or high pressure situations
