This role serves as oversight and coordination between internal UHC processes, and procedures with vendors. Responsibilities include identification of incidents, tracking, coordination, prioritization, analysis, driving resolution, improving processes and quality, and reporting status across the team. The scope includes development and operational support across the processes within the group with goals to continually mature, evolve, and improve the underlying processes to improve productivity, quality, time-to-market, and cost effectiveness. Some of the time will also include processing files directly and/or configuring files to ensure end to end processing is successful.

Primary Responsibilities:

  • Support end to end processes across providers, regional leaders, internal analysts and developers, and third party vendors such as HBI to ensure open issues and help desk tickets are processed quickly with appropriate resolutions
  • Provide guidance for operational and delivery staff including offshore global teams
  • Communicate timely information to Operational Management including the status, issues, and risks of the current operational work queue
  • Drive resolution of incidents and issues
  • Create and provide reporting to program leadership and clients to accurately communicate status, issues, risks, recommendations
  • Support the creation of operational reporting
  • Daily Operational oversight of Service Desk incidents or problems (level 2 triage and beyond)
  • Develop new procedures as operations processes are changed or expanded
  • Utilize customer service skills to resolve issues with internal and external organizations
  • Identify process improvements and lead/influence change, support and implement process improvements to ensure daily operations are as effective and efficient as possible
  • Ensure quality assurance processes are in implemented and followed driving toward very minimal defects or the recurrence of incidents
  • Effectively manage multiple priorities at the same
  • Anticipate daily needs of the client/program
  • Ensure appropriate documentation is developed and maintained to describe operational processes related to the help desk for both the client's needs and for training purposes
  • Manage and load balance resources (vendor or internal) as necessary in order to maximize throughput
  • Assist with defect, incident and problem management during implementation of data sources by means of querying databases bases and processing logs to investigate issues
  • Monitor and operate computer and peripheral equipment: review, analyze, and modify programming systems including encoding, testing, debugging and installing for large-scale computer systems
  • Evaluate system specifications, input/output processes, and working parameters for hardware/software compatibility
  • Provide expertise in software systems programming, operating software applications, consulting on complex projects/existing applications, timely completion of scheduled jobs, and overall operating systems
  • Overseeing environments health and facilitation of high severity incidents to improve the state of service availability and continuity
  • Develop processes and activities that focus on restoring service after an incident occurs. Document all hardware, application, facility, etc. problems and take corrective action as required

Required Qualifications:
  • Bachelor's degree in computer science; related field or equivalent work experience
  • 3+ years SQL query experience to build reports and troubleshoot data processing logic across multiple platforms
  • 2+ years of data warehousing, data processing, data integration or health data interoperability experience
  • 2+ years of file/data processing and data integration automation and optimization
  • 2+ years of experience assessing problems and implementing solutions or production fixes based on sound business practices, root cause analysis, process analysis
  • 2+ years of help desk analyst and management experience
  • Proven experience managing and influencing effectively in a matrix environment 
  • Experience with complete software development life cycle
  • Proficient with MS Office Suite (Word, Excel, PowerPoint)
  • Proficient at using SharePoint 
  • Superior process management, quality assurance, and analysis/reporting experience to drive overall accomplishments of goals
  • Working knowledge of Data Integration, Data Warehousing, Data Analysis and SQL Experience
  • Member encounter/clinical data experience
  • Understanding of HIPAA and PHI compliance 
  • Experience analyzing data and pulling information together for reporting purposes 
  • Healthcare experience, clinical data analysis experience
  • ITIL experience, Six Sigma experience 
Preferred Qualifications:
  • Experience in healthcare vertical including EMR, Health Insurance, Acute care, Post-Acute, Health Systems, and HIE
  • Knowledge of leading Provider EMR systems including Epic, Cerner, GE, Allscripts, Meditech or HIE is desirable 
  • Experience with standard health care file format including CCD, CCDA, HL7 etc.
  • Experience with both common and emerging interoperability standards such as HL7 V2.x, as well as CCD, C - CDA XML V3, IHE profile, FHIR (desirable)
  • General understanding of standard health care file formats included CCD,CCDA, C32, HL7, ORU, etc.
  • Medicare experience
  • General understanding of CMS Stars ratings and HEDIS
  • Strong client management skills, customer service skills and organizational skills
  • Ability to adapt to a fast-paced, quickly changing environment
  • Ability to work under pressure and manage multiple tasks simultaneously
  • Ability to communicate effectively with both technical and non-technical individuals
  • Ability to tailor to the appropriate level of detail and information based on the audience
