The VP of Proposal Development for Community & State is responsible for overseeing all aspects of our bid and proposal process for C&S business.  This role is responsible for setting the strategic direction for C&S’s approach to retaining and winning new business within the context of preparing for and submitting compliant bids. We are facing an increasingly competitive landscape which requires transformative leadership.  This position pushes our organization beyond its current model by challenging the status quo and driving and facilitating engagement from clinical, network, solutioning, marketing, operational, technology, and health plan leaders, among others. 


This leader will have a proven record building relationships internally and externally to turn our bold vision into reality, and will have bid, capture and proposal response experience in healthcare or other industries.  This leader must be able to execute today’s plans while preparing to solve tomorrow’s needs, leveraging a team of existing resources to explore new frontiers in how we convey our value proposition to our state and federal customers. This leader will support the organizational imperatives underway to transform state-based health care to improve lives, drive sustainability, and deliver simplicity.  This is a senior leadership role that requires someone with the temperament and grit to lead a team during periods of high stress and demand due to the high-stakes nature of the bid process.


This position will report to the Vice President, Product within the UnitedHealthcare Community & State organization.

Primary Responsibilities: 

  • Lead Proposal process and be Accountable for the successful submissions of winning bids

  • Oversees the ongoing development of winning proposals and other marketing documents needed in the course of new and existing business opportunities

  • Directly lead production, proposal development and writing managers and their teams

  • Coach and mentor proposal team staff and continually build and improve the caliber of talent in this function

  • Partner with Market CEOs on the approach to reprocurement well in advance of a new opportunity.  Serve as the primary liaison with the Market CEO during the bid process to ensure that strategy and approach is reflected throughout the bid

  • Sets goals and monitors staff goals in regards to deliverables

  • Monitors competitive landscape regarding RFPs and trends in changing requirements for obtaining new contracts

  • Reviews and assesses performance on each proposal submitted comparing to competitors and identifying opportunities for improvement

  • Ensure 100% of submitted proposals are compliant with requirements and delivered ahead of deadline

  • Work with responsible market executives, solution teams, policy and other C&S teams to obtain, analyze and distribute market information in preparation for upcoming procurements

  • Conduct Final Executive Review of proposal with C&S executives for the procurement, ensuring clarity of key themes and market messages; obtain final executive approval of the proposal before delivery to the customer

  • Develop annual budgets for the C&S Proposal unit function.  Review and approve or reject requests for staffing or funding from direct reports.  Review monthly actual spending reports and make corrections, alter future spending plans, or request additional budget allocations as appropriate

Serve on Product Leadership Team and Extended Growth Leadership Team

  • Oversees and plans departmental resources for proposals including staffing, technology, subject matter experts, and 3rd Party resources

  • Strategically oversee content management approach and recommend integration with other C&S and UHC-wide approaches

  • Participates in and contributes as a peer to executive discussions regarding bid/no-bid decisions on specific opportunities, and in discussions regarding renewals for existing contracts

  • Monitors the pipeline of upcoming new business for acquisition or retention

  • Recruit, hire, train, coach, mentor and provide feedback and performance reviews for the Proposal Development management and other staff; address performance gaps and terminate staff who repeatedly fail to meet minimum performance standards

  • Act as evangelist for Business Development and Growth throughout the organization.  Position function and its responsibilities and value, communicate with other executives regarding shared objectives and need to actively participate in business development efforts to grow C&S business

  • Provides strategic input into all business development efforts including proposal development and business retention and optimization

Continually improve and Strategically Lead the Proposal Approach for C&S

  • Sets multi-year and annual goals and objectives, based on new and existing RFP responses

  • Provide national-level strategic guidance around C&S approach to bids including influencing many teams not under direct supervision

  • Assess and improve the visual approach to bids (brand, color, images, design) to ensure that we are staying at the forefront of a modern approach

  • Contributes to standards for proposal development; sets standards for business retention and optimization

  • Lead and constantly evaluate the ongoing process and improvement of the C&S proposal development process

  • Conduct other duties as assigned

Required Qualifications:

  • 12+ years of increasing experience in business development, product, proposal development, proposal management, or continuous improvement functions

  • 8+ years in strategic / proposal management with a track record of successful bids

  • 3+ years’ experience leading multiple teams with 2-3 layers of leadership

  • Experience in industries serving state and federal government clients (defense, energy, etc.) with competitive bidding experience

  • Extremely detail-oriented; precise in use of language; observant of internal and external requirements and compliance activities

  • Analytical skills; able to subdivide parts of a system or approach and understand, explain and present those parts within a proposal document

  • Very strong strategic and tactical problem solver

  • Multitasks effectively in environment with complex projects and multiple priorities

  • Works well under pressure with short project timelines and multiple deadlines

  • Works with team members at a variety of levels across the organization from clerical to C&S CEO to accomplish job functions

  • Previous responsibility for the work product of multiple teams including multiple proposal development teams and business optimization teams

Preferred Qualifications:

  • 3+ years’ experience in health care industry
