The Vice President of Medicare Product Policy and Strategy will generate new business models and ideas to bring advancements from the Medicare Advantage business model to Medicare Fee for Service (FFS).  This position will lead the creation of a new partnership with CMS to modernize and reduce cost in the unmanaged FFS model.  By partnering with senior leaders across the enterprise, this position will determine which capabilities can be applied to distinct populations or geographies to reduce trend and improve outcomes within the FFS population.

 

This individual will act as an organizational expert on state and federal legislation, policy research, analysis and forecasting and work with Senior Leadership to incorporate these elements into short and long term business strategies.

 

Primary Responsibilities:

  • Collaborate closely with internal functional leaders to provide timely and insightful analysis on alternative business opportunities and capabilities

  • Lead a team of internal analysts and cross-functional subject matter experts to develop new internal operating models and potential product offerings to support the management of Medicare populations

  • Monitor and evaluate proposed legislation and regulations, assess the impact on Medicare and our stakeholders and recommend solutions

  • Use expertise in health policy and health economics to proactively recommend public policy positions that are aligned with business unit and corporate objectives on issues related to Medicare

  • Develop white papers, testimony, comment letters and other such advocacy materials for sophisticated policy audiences at the federal, state, and local levels in close consultation with internal subject matter experts and external stakeholders

  • Participate and present in internal senior-level long-range planning and policy discussions and with customer groups to ensure broad understanding of the strategic drivers of the company’s engagement on policy issues

  • Regularly present to business units and executive leadership regarding policy trends that may impact Medicare


Required Qualifications:

  • 10+ years healthcare government affairs experience

  • 10+ years of experience in policy analysis and the legislative / regulatory process

  • Excellent written and verbal communication skills

  • Ability to drive consensus

  • Bachelor's Degree or higher

  • Travel up to 50% as needed

Preferred Qualifications:

  • 10+ years of Medicare and/or Medicaid healthcare government affairs experience

  • 4 year degree, preferably in public policy, political science or health-related field

  • Master’s or law degree
